1. Incomplete certificate — missing required elements
Amazon's system checks for the presence of all 7 CPC elements. If any are missing — particularly the CPSC lab number, lab phone number, or test records contact — the submission will be rejected automatically.
How to fix it
Review your CPC against the 7 required elements. The most commonly missing items are: lab telephone number (required per 16 CFR 1110.11), CPSC-accepted lab identification number, and test records contact details. Add all missing elements and resubmit.
2. Product description does not match the listing
The product described on your CPC must match what is in your Amazon listing. If your CPC says "wooden toy blocks" but your listing says "educational building set," Amazon may flag the mismatch.

Update your CPC so the product description, model number, and any identifying details match your Amazon listing exactly. Include the same model/SKU number that appears in your listing.
3. Wrong certifier — foreign supplier listed instead of U.S. importer
Only the U.S. domestic manufacturer or the U.S. importer of record can certify. If your Chinese factory is listed as the certifier, Amazon will reject it.
How to fix it
Create a new CPC with your company (the U.S. importer) as the certifier. Include your U.S. business name, address, phone, and email. You can still reference the factory's test reports — the certifier change does not require retesting.
4. Missing or incorrect safety rules for your product category
Amazon knows which safety rules typically apply to specific product categories. A toy CPC without ASTM F963, or a children's clothing CPC without 16 CFR 1610, will be flagged.

Review which safety rules apply to your product. Make sure every applicable rule is listed on your CPC with the correct citation. If your product has not been tested for a required standard, you need to get it tested before you can certify compliance.
5. Lab not found in CPSC database
Amazon may verify that your testing lab is CPSC-accepted. If the lab number is wrong, the lab's acceptance has expired, or the lab is not accepted for the specific tests cited, the CPC will be rejected.

Verify your lab's current acceptance at cpsc.gov/labsearch. Confirm the lab number is correct (it should be numeric). If the lab has lost acceptance, you will need to retest with a currently-accepted lab.
6. Test reports do not support the CPC claims
Amazon may cross-reference your CPC against the test reports you upload. If the reports do not cover all the standards listed on the CPC, or if the reports are for a different product, the submission will be rejected.
